The Bureau focuses on housing, workforce, and small business resources to meet the needs of our community.

Business Development Unit

The Business Development Unit is an integrated business assistance unit incorporating several
elements: Enterprise Zone Program, the Restoration Tax Abatement Program, Quality Jobs and Disadvantaged Business Enterprises. This unit includes assistance programs which encompass education, business counseling, permits and license assistance, financing, technical assistance and business tax incentives and surety bonding services.

The focus of the unit is two-fold in nature. First, programs are designed to provide programming, management and support services necessary to aid in the development of new enterprises, and the expansion or stabilization of existing businesses. Second, programs provide assistance in the creation and expansion of employment opportunities and the local tax base.

Housing Unit

The Housing Unit of the Community Services Bureau offers assistance under the Neighborhood Revitalization Program to individuals whose annual income is 80% or less of the area's median income as determined by the U.S. Department of Housing and Urban Development (HUD).

The focus of the program is to provide safe, decent, affordable housing for Shreveport residents, along with the need to preserve neighborhoods within the corporate city limits.

Neighborhoods are being stabilized by reducing the number of present homeowners living in sub-standard housing and, providing homeownership to first time home buyers only.

There are two (2) types of assistance available; down payment, buydown and closing cost assistance for first time home buyers and Rehab assistance for present homeowners. All purchase programs require the successful completion of a first time home buyers program approved by the City of Shreveport. Rehab programs require an inspection of property to ensure Housing Quality Standards (HQS) are met.
