Reserve Officer Program


Reserve Officers are tasked with assisting the department in daily operations, emergencies, and special events. The Reserve Officer will meet the same basic requirements as police recruits and will receive specialized training in order to perform duties associated with those of regular line officers. The volunteer will attend classes and, upon completion of the academy, will be commissioned with the duties and powers of a full time police officer. The Reserve Officer will be asked to work no less than 20 hours per month and will be under the direct supervision of a regular line officer.

Citizen's Police Academy
 
The Citizens’ Police Academy was founded in 1991. It allows citizen’s the opportunity to look into the internal values, philosophy, and operations of the Shreveport Police Department. Upon completion of the Citizens’ Police Academy, the department would like the students to share their experiences with other citizens to improve the efficiency of law enforcement and to implement the Community Oriented Policing philosophy in their communities.
 
Class Schedules
The Citizens’ Police Academy meets once a week on Tuesday nights for ten weeks. Classes will meet from 6 pm to 9 pm, and requires a substantial commitment from the citizen. There is no cost for the program. The citizen must provide their own transportation to the different class locations. The citizen should dress casual, due to the practical police operations.
Dates: March 9, 2010 to May 11, 2010
          August 3, 2010 to October 5, 2010
Application Process
An interested citizen will need to fill out the attached application. A selection committee (Chief of Police and Area Captains) will select 20 nominees for each class. There will be two or more classes each year. Mail the application or deliver in person to the following address:

Guildlines
The Citizen’s Police Academy will automatically disqualify any individual who has at anytime one of the following disqualifiers:

Been convicted of a felony or any offense that would be a felony if committed in Louisiana
Does not hold a valid state driver’s license or valid state ID
Used or currently addicted to any illegal drugs to such as marijuana, cocaine, crack cocaine, heroin,
      amphetamines, inhalants, etc. in the past year
Sold narcotics or other dangerous drugs. (illegal or prescription drugs)
Had a pattern of abusing prescription medications
Falsified information on his or her application
Alcohol misuse and/abuse
Unlawful sexual conduct
Excessive traffic violations
Conviction or violation of Domestic Violence Laws
Any other conduct or pattern of conduct that would tend to disrupt, diminish, or otherwise jeopardize public trust

Volunteers In Policing
As a volunteer within the department, you will have the opportunity to contribute to the overall quality of service to the community. It is important that you be aware of the image of the department you are creating when you are in contact with the public. As a VIP member, you will be assigned to tasks which are suitable to your experience, education, and preference. VIP's may also work some special events, and will be trained properly for assumption of responsibilities.

Operation Santa Claus
Operation Santa Claus is a multi-agency, non-profit organization made up of law
enforcement volunteers who sign up needy children to receive toys for Christmas. Once the officers submit the names of deserving children, volunteers find the toys the children ask for, wrap them up and give them to the officers to deliver to those children in time for Christmas. The program starts around Thanksgiving and runs until two days before Christmas. For more information or to donate toys, call 687-GIFT. National Night Out
National Night Out is celebrated throughout the City of Shreveport. More than 200 city blocks usually participate in the annual National Night Out, which takes place the first Tuesday of every August. Sponsored by the National Association of Town Watch and co- sponsored by the Shreveport Police Department, the nationwide event is designed as a time for neighbors to get to know each other to prevent crime and drug use in their communities.
 
Youth Programs
The Shreveport Police Department offers a variety of summer activities for children. They include:

Basketball Camp for boys and girls, ages 6-13. This four-day camp is always held in the second week of July from 10 a.m. to 1 p.m. Participants learn how the game is played and learn offensive and defensive moves.

Summer Camps for Boys is always held the third week of June. It is an overnight
camp where boys can swim and learn a variety of skills, including how to shoot a
gun, work with leather and even make ice cream.

Fishing Tournament for boys and girls, ages 6-16. This event is always held on the last Saturday in June from 8 a.m. to noon. Participants learn boating safety, various kinds of fish and how to fish. Prizes are awarded in various age categories.

Other activities are held throughout the year as well. They include:

Project Read, which is held in the fall and involves police officers and other volunteers reading to children at Lakeshore Elementary.

Neighborhood Watch
Neighborhood Watch is a crime prevention program that uses citizens, in cooperation with law enforcement, to reduce crime in their communities. It involves neighbors getting to know each other, taking the time to watch out for each other, and working together in a program of mutual assistance. Neighborhood Watch is an effective means of reducing residential burglaries. By participating in Neighborhood Watch, the homeowner will learn:
Effective crime prevention techniques for home safety and security
How to become law enforcement's "eyes and ears" and help them  provide security to residential areas
How to report a crime: what to look for, how to describe an intruder, vehicle or activity and what additional information to give
Neighborhood Assistance Teams
Each of the patrol areas has a Neighborhood Assistance Team (NAT) Member, who acts as a liaison officer between the neighborhoods in each area and members of the police department. You may visit or call your NAT member to discuss problems or concerns in your neighborhood. To find out who the NAT member is in your neighborhood, call 673-6950

Police Chaplains
Dr. Roy W. DavisRoy Davis was born in Hattiesburg, Mississippi. He received his bachelor's degree at the University of Southern Mississippi with a major in history and minor in criminal justice. He received his master's degree in Divinity at New Orleans Baptist Theological Seminary and his doctorate in Divinity from the Shreveport Bible College. His post graduate work includes courses in psychology and counseling, crisis counseling for alcohol and drug addiction and marriage and family counseling. He is certified as a Marriage and Family Therapist and a member of the American Association of Christian Counselors. He is currently pastor of North Shreve Baptist Church and received the Super Church Award by the Louisiana Baptist Convention for church growth in 1997-1998 and 1999-2000. He served as chaplain in the U.S. Air Force Reserve from 1983 to 1998 and also served in the U.S. Marine Corps from 1974 to 1980. Davis also serves as a Bible Teacher at University Christian Prep in Shreveport.


Arthur Douglas, Jr.Arthur Douglas Jr. graduated from Southwood High School in 1977. He has attended and graduated from many schools, including Stephens Educational Bible College in Los Angeles & Management Training School in Clearfield, Utah. He also went to Shreveport Bible College and Northwestern State University where he majored in business administration and minored in physical education. He received the Honorary Doctorate Degree of Letters from St. Stephens. He is currently a pastor of Saint Peter Missionary Baptist Church. He previously worked at New Canaan, Morning Star and Original Golden Hill missionary Baptist churches. He also was assistant coach of basketball and substitute teacher at Klein Intermediate High School from 1996 to 1999.


Rev. Ernest C. JamesRev. Ernest C. James is a lifelong resident of Shreveport. He is a 1968 graduate of Union Jr./Sr. High School. He got his bachelor's and master's degrees in Theology from the United Theological Seminary of Shreveport/Monroe. He is expecting to graduate from the Interdenominational Theological Center at Moorehouse College in Atlanta in May. He has also attended numerous schools, conferences and institutes to enhance his education and better serve his congregation. He has been preaching for 19 years, serving as a pastor for 17 of them. 


Police Pastors
Police Pastors are a group of local clergy from a variety of religious denominations who ride on patrol with police officers. While on patrol, they provide comfort and counsel to the officers and the citizens they come in contact with. In many cases, their presence can diffuse hostile situations, especially if the pastors are working an area near the church home. These pastors are well known and respected in their neighborhoods and serve as liaisons between the police and citizens.
